Job Overview:

We are seeking a highly experienced and strategic leader to manage the entire operations and resources of our Engineering and Construction Division. The successful candidate will oversee projects related to Potable Water, Wastewater, Flood Mitigation, and Renewable Energy, ensuring the achievement of both short-term and long-term growth and profitability objectives.

Key Responsibilities:

1. Devise, formulate, and recommend strategic plans and actions for approval by the CEO.

2. Review and continuously improve procedures across project management, procurement, cost control, engineering design, research & development, and budget allocation.

3. Oversee project planning, including setting milestones, budgets, and key deliverables.

4. Keep abreast of market prices and conduct cost analysis to optimize project costs.

5. Stay updated on government regulations and compliance requirements.

6. Regularly monitor the physical progress and financial status of projects, providing reports to the CEO and management.

7. Closely oversee project budgets during procurement and subcontracting phases.

8. Ensure timely submission and collection of progress payments, resolving any issues promptly.

9. Ensure projects are completed on schedule and within budget, with no cost overruns.

10. Determine human resource needs for the division and individual projects.

11. Lead and direct project teams, including Project Managers, to achieve planned project goals and profitability targets.

12. Develop and nurture capable personnel through training and development programs in collaboration with HR.

13. Establish KPIs and set project targets for team members.

14. Foster a positive, cooperative, and productive working environment.

15. Maintain good public relations with clients, consultants, regulatory bodies, and other stakeholders.

16. Respond promptly and professionally to external inquiries.

17. Conduct project post-mortem reviews to address issues, complaints, and lessons learned, implementing measures to prevent recurrence.

18. Ensure all work complies with ISO standards, company policies, regulations, and procedures.

19. Oversee the implementation and continuous improvement of quality, safety, health, and environmental management systems, including ISO9001, ISO14001, and ISO45001.

20. Perform any additional duties as assigned by the immediate superior or management.

Qualifications:

- Master / Bachelor in Engineering or related technical discipline;

- Professional certifications are advantageous.

Experience:

- 15 to 20 years of relevant experience, including a minimum of 10 years in managerial roles.

- 6 to 8 years in senior management positions.

- Proven experience in water and/or wastewater engineering business models.

- Strong understanding of division/department operations, project management, tendering, and technical proposals.

- Extensive network and relationships with government authorities, private clients, and consultants within Malaysia and regional markets.

- Sound knowledge of financial management.

- Proficiency in IT tools and MS Office software.
