Ir. HOW SEE HOCK
Chief Executive Officer
B. Eng (Civil) Singapore, P. Eng., MIEM

How See Hock graduated with a Bachelor Degree in Civil Engineering from the University of Singapore in 1980. He joined Public Works Department of Malaysia in the State of Kelantan as a design and development engineer for two years involved in the planning and design of rural works. In 1982, he joined Muda Construction Sdn Bhd, a local construction company as site engineer and was involved in the construction of various large scale civil engineering works. In 1983, Mudajaya was merged with two other construction companies to form IJM Corporation Berhad, a company listed in the KLSE. He was one of the pioneers in charting IJM into greater heights and was holding the post of Project Director before joining Salcon. Mr. How has more than 25 years of experience in the management and execution of mega projects involving railway, oil & gas, civil and building works in Malaysia, China and Vietnam.

JAGGIT SINGH A/L TARA SINGH
Director, Water Division

Mr. Jaggit Singh, aged 58, was appointed to the Board on 21 July 2003. He is a Mechanical Engineer by profession.

Mr. Jaggit started his career as a lecturer and subsequently proceeded to be a project engineer. He has more than 26 years of experience in the design and execution of water treatment and pumping projects for the public sector. He joined Salcon Engineering Berhad (SEB) in 1980 and currently heads the Water and Environmental Division.

Over the past two decades he has actively participated and provided his expertise in the design, construction, commissioning, testing and handover of numerous large water supply projects in Malaysia and overseas. One of his notable achievements in Malaysia includes the implementation of the first water BOT project in Malaysia, the privatisation of the Greater Ipoh Water Supply Scheme (Phase II) involving sourcing, treatment and supply of water to Lembaga Air Perak. He also led the team in the Binh An Water Supply Project where SEB is a leading partner in the first operational water BOT project in the Republic Socialist of Vietnam.

Mr, Jaggit also provided leadership in the design and implementation of the first Integrated Dissolved Air Floatation System in Malaysia, utilising state-of -the-art technology in plant design as well as the largest sludge de-watering plant for the Johor River Water Supply Plant under the Public Utilities Board, Singapore.

LEE THIM LOY
Managing Director, Envitech Sdn Bhd

Ir. Lee Thim Loy has more than 32 years experience in the wastewater industry. Ir. Lee holds a Bachelor degree in Chemical Engineering from the National Taiwan University, Taipei in 1971 and a Master degree in Environmental Engineering from the Asian Institute of Technology, Bangkok in 1973. He is also a registered Professional Engineer with the Board of Engineers, Malaysia. His experience ranges from design and construction of Rotating Biological Contactor, oxidation ditch, activated system and aerated lagoon system for sewage treatment to wastewater treatment plants for industrial wastes. His portfolio includes involvement in several master plans and feasibility studies for sewerage in Malaysia. His capabilities extend into the treatment of palm oil wastes besides related environmental consultancy for industrial effluent surveys, wastewater flow analyses and wastewater feasibility studies. Ir. Lee's noteworthy experience includes involvement in the Palm Oil Waste Treatment Project in Malaysia and in Thailand, a project sponsored by the International Development Research Centre, Canada, and undertaken by the Asian Institute of Technology, Bangkok, in association with the Department of Environment, Ministry of Science, Technology and Environment, Malaysia.

LOW BENG PEOW
Executive Director, Envitech Sdn Bhd

Ir. Low Beng Peow, has been in the environmental engineering industry for more than 32 years. Ir. Low holds a Bachelor degree in Chemical Engineering from the National Taiwan University, Taipei in 1971 and a Master degree in Environmental Engineering from the Asian Institute of Technology, Bangkok in 1973. He is also a registered Professional Engineer with the Board of Engineers, Malaysia. Being a major contributor to the study of sewerage and sewage disposal, he plays a crucial role in ESB's successful implementation of various types of sewage treatment systems, laying of sewers and installation of vacuum sewage collection system. Ir. Low's noteworthy experience includes involvement in the multi-million ringgit Kuala Lumpur Sewarage Project financed by the International Bank for Reconstruction and Development and the preparation of the Shah Alam Sewerage and Sewage Disposal Master Plan.

MARIO TEY THIAM HUAT, MBA
Senior Vice President (China)

Mr. Mario Tey holds a Diploma in Civil Engineering from Universiti Techonologi Malaysia (UTM) in 1981. In 2005, he obtained his MBA from Rutherford University, Canada.

He was involved in construction and housing development field in his earlier work and later involved in business operations. In 1993, he was stationed for 4 years in China, managing property investment project.

He is presently holding the position of Senior Vice President for China operations in Salcon Engineering Bhd.

JAMILUDDIN AMINI SULAIMAN
Project Director

Jamiluddin Amini Sulaiman holds a Bachelor of Science degree in Chemical Engineering from Brown University, Rhode Island, USA. At Salcon, he has been involved in the construction of various water treatment plants, which include site management, design and operation. Prior to joining Salcon, his experience includes carrying out detailed studies, preparation of design, tender documents/drawings and supervision of contracts in connection with the rehabilitation of 14 water treatment plants in Johor. While working in the United States, he was involved in developing technology for hazardous wastewater control, operating an inorganic testing laboratory as well as conducting various tests on water, wastewater, soil and sludge.

CHAN FOO KHEONG
Director Project

Mr. Chan Foo Kheong graduated from University of Strathclyde Scotland and holds a Bachelor of Science(Hons)degree in Civil Engineering. He has 24 years of extensive,sound,professional experience and proven track record of successfully handling construction of large scale intricate and complicated Infrastructure and High Rise Building Works.Prior to joining Salcon,Mr.Chan held varies management positions in large conglomerates and established group including IJM Corporation Berhad. Mr.Chan is also a believer of proactive,pragmatic and matured approach while handling contractual as well as human aspects in project management. Currently,Mr.Chan is the Director Project and responsible for the management of water and wastewater projects in Malaysia,Sri Lanka and Vietnam.

ANNIE CHAI AI NAI
General Manager - Water Resources (NRW and O&M)

Annie Chai, graduated from University of California, Los Angeles, USA in 1993 with Bachelor of Science in Chemical Engineering and obtained her MBA at Bath University, UK thereafter.

She has more than 10 years of experience in the water industry, particularly in water treatment plant design, construction, operation and maintenance, as well as non-revenue water control and management.

At present, she is the General Manager of Water Resources (NRW and O&M) and responsible for the management of three water treatment plants in Negeri Sembilan and also directly involved in the business development and implementation of non-revenue water reduction projects.

LOH BOON SUE
General Manager, Investment

Loh Boon Sue graduated from Tunku Abdul Rahman College Kuala Lumpur with a Diploma in Commerce of Financial Accounting in May of 1988 and completed the examination of the Chartered Association of Certified Accountants, UK in December 1989.

Upon graduation from Tunku Abdul Rahman College, he joined Arthur Young, Public Accountants (renamed as Ernst & Young after merged with Ernst & Whitney) as an external auditor for 2 years. He subsequently joined BDO Binder, Public Accountant as an audit senior.

In July 1992 he was attached to Kurnia Insurans (M) Berhad as Assistant Manager Accountant and held various positions in the company. Before leaving Kurnia Insurans, he was the Head of Investment Department managing insurance funds of RM1.5 billion.

LAW WOO HOCK
Financial Controller

Law Woo Hock, is a qualified accountant and fellow member of The Association of Chartered Certified Accountants (ACCA), UK. He is also a member of Malaysian Institute of Accountants (MIA).

Prior to joining Salcon, Mr. Law held various senior management positions in large conglomerates and established group including Hong Leong Industries Bhd , Ireka Corporation Bhd and has gained more than 17 years of relevant experience in corporate finance, financial management and taxation.

DERICK SOO
General Manager, Trading

Derick Soo, holds a Full Certificate from Computer and Telecommunications Engineering City & Guild Institute London, United Kingdom and Masters of Business Administration from the Oklahoma City University, United States, majoring in International Business.

He has more than 15 years of experience in the area of business development, sales and marketing. Prior to joining Salcon, he held various senior management positions in various large enterprises including Drallim Asia Pacific Sdn Bhd and Xpedite Systems Inc. (M) Sdn Bhd. covering different spectrum of industries including power, oil, gas, telecommunications and information technology.

At his present capacity, he oversees the overall trading services division of Salcon.
